Objectives

  • Based on the emergency scenarios in Brazil, Mauritius, and Peru, as well as their incidents of oil spills, participants will be able to discuss emergency preparedness and response strategies and techniques.
  • Understand the models of existing Contingency Plans in Brazil, Mauritius, and Peru, as well as the factors for organizing the response.
  • Understand the causes of these incidents, the main events that triggered them, and the participation of the main actors involved.
  • Visualize the environmental and socio-economic effects that the spills produced in the affected regions and communities.
  • Comprehend the organization of the Incident Command System (ICS) developed by authorities to deal with spills, and the activity monitoring scheme established by the authorities of Brazil, Mauritius, and Peru.
  • Present the response strategies used by participating Oil Spill Response Organizations (OSROs) in these incidents and evaluate their effectiveness.
  • Assess the effectiveness of international support received by Mauritius and Peru, following their requests for assistance from the UN and friendly countries.
  • Understand the wildlife recovery and rehabilitation work carried out by organizations in Mauritius and Peru (Aiuká).
  • Visualize the lessons learned for Brazil and Latin America from these spills and scuttled strategies, considering them to have the greatest environmental and socio-economic consequences for the Indian Ocean area and Latin America in the 21st century.

Expected results

With the direct participation of oil and gas operators, tanker ship owners, and port terminals, it is expected that the participants will become familiar with the lessons learned in these levels of incidents and spills, particularly regarding the evolving global weather patterns and the demands of communication during crises.

Likewise, they should analyze the effect of not having the National Contingency Plans updated in both cases and the role of local, regional, and international OSROs in the response, identifying areas for improvement for Brazil and Latin America.
